The Sound when you were hit by a Laser is gone. I cant hear when iam hit by a Pulselaser or Normal or ER Laser... thats so bad. I Die and dunno why because i cant hear it.
Is this normal?

Yep...quite often you wont notice being hit for missing Sound effects...

The Sound was better in CB until they changed it in OB...

We were not able to reproduce this bug at a distance where the laser deals damage. With what weapons specifically did you get this bug? Also, send this issue to Support with your PC Specs and DxDiag, with a video if possible, and we'll investigate this issue further.
