Is it just me hitting the silly juice to hard, or did they throw in a tweak to Terra Therma in the latest patch?

It looks to me like the fog density was reduced, causing the overall brightness to go up? (Edit: actually, more of a contrast boost)

I've never been able to play on it without night vision before tonight.

Just me?

You can adjust gamma/brightness and it will have a noticeable effect on Forest Colony, Terra Therma and River City Night. I have even spectated folks playing River Citty Night without night vision and having no problems so I assume that they have the video settings tweaked to make the darkness go away somehow.
