Max sustained DPS 3.18(with 18DHS) is less then 2.33 (with 21DHS).

You are correct. The explaination is PGI can't balance MWO, or at least not yet. The problem is you can't balance the Mechs with just Heat nerfs. It's natural to run to making Mechs overheat when you want to curtail the damage they do. That's the easy fix, but not the correct one. If nothing else they needed to just halve the damage of all the weapons across the board, but stay within Battletech norms for Heatsink, Heat Dissapation, and Heat. All three, just like Battletech.
The reason is that Battletech balances the Mechs by giving each weapon type a corresponding weakness for the damage it does.
Energy's weakness is Heat, strength is it's lightweight and small.
Ballistic's weakness is weight and usually size, strength is it's cool.
So Heat Scale and DHS 1.4 is balancing MechWarrior on the backs of Mechs like the AWS-9M in favor of Mechs like the Atlas and Highlander and Victor, etc.
This is why MWO will never support a Clan Invasion until this is fixed because Clan Tech will just blow this balancing system to tiny bits.

Edit: Well, there is another way, but it's as un-Battletech as Heat Scale is. Do a Mech hardpoint re-vamp and give all the Mechs 2 or 3 Ballistic hardpoints so they are not excluded from a level field of play, but the flaw here is the mechs will all be the same generic loadout so you won't sell very many. But, that is the future of MWO with opressive Heat nerfs anyway, no one with knowledge of Mechlab will buy energy-only mechs that require more than Medium Lasers.
