Also, do 3 ERPPCS all weigh the same as the other weapons? Take up the same amount of crit slots? Don't forget ammo for the AC/10.

3 ERPPC's take all weigh and slots on every mechs (for maximum sustained dps). On 100 tonn mech's u can have extra tonnage, but not slots.
And even without ghost heat u will got too damn hot mech.

Here a two mechs:
AWS-9M
and
AS7-RS
Can somebody explain me, why first mech need heat penalty, and second is OK?
Why 48 one point alpha is more then 30 alpha? 30 have more effective distance? Okay switch ERPPC to PPC i have same result 30>48, so 30 need penalty. 48 is tottaly OK, 48 is low alpha.
Max sustained DPS 3.18(with 18DHS) is less then 2.33 (with 21DHS).
Why?

You are correct. The explaination is PGI can't balance MWO, or at least not yet. The problem is you can't balance the Mechs with just Heat nerfs. It's natural to run to making Mechs overheat when you want to curtail the damage they do. That's the easy fix, but not the correct one. If nothing else they needed to just halve the damage of all the weapons across the board, but stay within Battletech norms for Heatsink, Heat Dissapation, and Heat. All three, just like Battletech.

The reason is that Battletech balances the Mechs by giving each weapon type a corresponding weakness for the damage it does.

Energy's weakness is Heat, strength is it's lightweight and small.

Ballistic's weakness is weight and usually size, strength is it's cool.

So Heat Scale and DHS 1.4 is balancing MechWarrior on the backs of Mechs like the AWS-9M in favor of Mechs like the Atlas and Highlander and Victor, etc.

This is why MWO will never support a Clan Invasion until this is fixed because Clan Tech will just blow this balancing system to tiny bits.

GL&GH

Edit: Well, there is another way, but it's as un-Battletech as Heat Scale is. Do a Mech hardpoint re-vamp and give all the Mechs 2 or 3 Ballistic hardpoints so they are not excluded from a level field of play, but the flaw here is the mechs will all be the same generic loadout so you won't sell very many. But, that is the future of MWO with opressive Heat nerfs anyway, no one with knowledge of Mechlab will buy energy-only mechs that require more than Medium Lasers.

Yep... what they need to do is divide damage and heat from the TT tables for weapons by the Rate of Fire they give them per 10 seconds. Put in heat affects like heat fuzzing out your HUD and slowing your mech. Boost ammo per ton by a bit to make up for Ballistics needing more shots. Suddenly the balance is a lot closer. Don't make Lasers have a recharge time. Click them on they start doing damage and generating heat. Turn them off and they don't. Medium Laser does 5 damage over 10 seconds and generate 3 heat meaning it is heat neutral in a mech with single heat sinks. 3 of them are heat neutral in a "walking" mech. Ballistics won't be over powered because the AC5 will be doing 5 damage in the same amount of time. Lot less heat but more tonnage and space for the weapon and ammo. it will do it in chunks of damage though instead of a constant slow burn but those chunks will be about 2 damage each.
