I am confused first the marauder is unseen then due to redesign in reseen why is the marauder not in game wow

Because Harmony Gold still won't allow it, regardless of the design.

Not all Unseen are equal.

The Unseen were originally licensed from different animes, whose licenses are held by different companies. The ones we have in the Phoenix pack are from Dougram and Crusher Joe, whose license holders have made a deal.

The remaining Unseen are from Macross, whose license is kinda* held by Harmony Gold. They're not willing to make a deal, and they're very willing to aggressively litigate any perceived infringement.

This has been discussed at length elsewhere, but that's the general gist.

*kinda is a very technical legal term.

Edit: If you're asking why the Marauder, specifically is still Unseen in MWO, despite a few recent appearances in TT material, that's anyone's guess. The most likely explanation is that Catalyst has a VERY LIMITED agreement with HG, to use a few very specific pieces of artwork in very specific contexts, but does NOT give them the right to relicense the design for video games.
