Yes, this happens randomly with AC20 and Guass too I believe. It's in the works to be fixed.

But wait, you are forgetting, they are trying to roll out 2.0 for an already broken game,.. Did no one read the memo titled, "the sheeple will totally forget all current past failures once 2.0 is released."

I dont see how they could possibly fix that, since receiving the damage is fair enough, but you dont get notified about it till 200-600ms after you actually got shot. it'd be impossible to play the effect when it flew past since at that point the client doesnt know it actually hit.
