For the single LL: 1.8 seconds
For the double LL: 3.6 seconds
So the total efficiency is equivalent. Its just not obvious from looking at the heat percentages.

In the case of one LL, 7 heat per second minus 3.96 heat per second leaves 3.04 heat at the end of the firing duration. 3.04 / 69.6 = 4%. And for two LLs the 14 hps - 3.96 hps ends up with 10.04 heat or 14%.
So heat dissipation is being applied while the weapon is being fired.

PGI just dont want you to use more than one heavy energy.
LPLs are super duper hot if you use two. Made a Orion with 4 LPL to fire 2x2 and nothing else but dubble heat sinks and a massive engine to get more heat sinks. Yeaah, that didnt end well, still super hot. Thanks PGI for breaking LPLs.

Multiple lasers already generate a ton of heat.. no need to add more upon that.
