A U-2 if the satellite wasn't available.

A flight of F-15s if a U-2 isn't available.

A flight of A-10s if F-15s aren't available.

A C-130 if A-10s aren't available.

And take your pick of any helo if a C-130 isn't available.

If you have a C-5 and are desperate enough to send in SOF on a HALO jump that they've never even done before and they're somehow what you conceive of as being the best option to recce San Francisco… CiC is pretty f___in' silly.
