The Dec 3rd patch notes states that there are no billionaires, so you must be the first.

But I've kept spending my C-Bills. I've only ever gotten maybe near ~20,000,000 once; before I eventually continued spending on new mechs to grind through.

I'm in Australia. That means my ping, by physics rules sucks. I started down this road at a time when there was no Host State Rewind. Even with Host Stae Rewind, things are always tougher with a higher, bouncier ping. Hit detection is worse, piloting is always tougher. You need to think ahead more.
Just remember, the main thing which leads to any success is determination to see it through. We live in a world where it isn't skill that garners success often, but rather who you know and your starting circumstances. Only the truly determined gradually overcome these circumstances to succeed.
