Pc Upgrade Help

I currently have:

Phenom II x 4 965
HD7850 1gbp OC edidition
16gbp DDR3

I have all settings maxed at 1920x1080 res. My problem is that I get a fps around 30-40. The game stutters (specially in zoom) and I get what looks like lines or sheer across the screen when the mech turns. Some maps yield better quality than others.
I plan on upgrading to this:

AMD FX8350
GTX770

Will that solve my issues or is it a program thing? Regardles, I'm buying the upgrades because so many of the games I play utilize physx and my current setup won't be able to handle some of the games being released in 2014.

Shearing sounds like a vsync problem, have you turned it on?

I have a gtx670 and 3570K at 4.2Ghz. Generally I get 50-60FPS all at the highest settings on 1920x1080. It does sometimes stutter when there's a lot of particle effects or smoke at close range but its not very often. I have adaptive vsync on and don't get any shearing or artifacts.

I would suggest going into the game's advanced graphics settings and turning Environment down to Low. Keep everything else maxed out. See how that works for you.

In any case, that new CPU will certainly help as it is much more powerful than your current one. MW:O is very CPU-dependent, so you should see improved performance all around.
