Internet payements using paypall or any major credit card are usually quite safe.
Nobody can guarantee 100% though.
Most issues arise when your pc is compromised by malware. If you have a decent antivirus and firewall and don't deal with dodgy sites, then you should be safe.
All credit card companies/banks offer payback security in case of internet fraud.
You can get scammed with regular bank cards when getting money from an atm too. That doesn't prevent you from using an atm i presume ?
Just take the regular precautions, protect your pc and if you want to play really, really safe, get a credit card with a preloaded amount.
