I run ECM on scouts. But I don't run scouts that often atm.

Not quite, in theory. A missile boat might have only missile hardpoints. You have no choice but to equip missiles if you want to arm your mech at all.

But ECM is just one of many hard points, you don't need to fill it to get a combat-capable mech. But ... ECM is the best piece of equipment you can get for 1.5 tons.
