i am not a expert but i guessing most cost go's to legal issues.
for example choosing the Engine after all this effects not only the game but also how much a game can do.
Pgi choose CryEngine 3 for their game but it's not so adaptive as others from what i am told.
so it's hard to chance or add stuff to it.
as for the models and sound, those are the easy part i guess.
especially those of this lore they just hugh boxes how hard is that to model?.
but i guess Pgi kind of failed with the scale part most mechs are almost same height and wide and basically screwed up any any tactical advantage over this. so they introduced other mechanics to counter this witch will never makes good balance.
