Quad-PPC H-backs are actually pretty scary snipers, for a 50-tonner. (Heck, even a triple-tapper is). You just have a verrry slow fire rate if you push all the fire buttons at once, but it's enough to frag a light 'Mech at long range and give anything bigger a nice big hole to worry about. It's an example of taking frontloading your DPS to the extremes, but Prosperity Park can tell you about the plentiful smoking ruins he's left with one.
Dude, it's got 4 tons for an engine. 4 tons. And it can't run an XL, because it's got no critical space in its side torso. You're talking about running something like a STD 125, and even there you can't because you need to add additional external heat sinks.
Again, we're talking about the configuration where you jam everything into that one hunch. That's not really the correct way to build that mech. The "correct" (and I use the term loosely) would be to put at least one ppc into the arms.. So then you're left with the ability to run an XL 200, but still need to add two more heat sinks, so you have to strip your armor down to 240... which means you are running super thin armor on your legs and your non-hunch side. And it's got trash for heat efficiency.
And beyond that, it's still just a joke mech. It's like the Hunchback equivalent of the 6 ppc stalker. Totally non-viable against opponents who are remotely competent.
