Well was using a Gauss +ERPPC build today and got nice hits with gauss while an ERPPC didn´t register when i fire it directly after the Gauss. If i wait half a second or fire it simultanously with the Gauss everything is fine. Thats weird.

"Working as intended" seems to be watching a PPC or AC fly past you by a few meters, then without any cockpit shake or any indication, taking that damage. I prefer to call it Ghost Damage.

For me it seems to work. But i did spectate a dude in AC-40 Jäger, he pegged a shutdown or legged spider (range 1-3 meters), it did not register.

There are so many examples, be it as Pilot, be it as Spectator, that hits (Visual + Target Damage Indicator) do not damage that it is very save to say HSR works at best inconsistent and sometimes not at all.
One of the last imbalanced matches was also one where i could spectate early on and a Guy with a Dual-PPC Setup tried to kill some of the damaged enemy Mechs (Assaults - orange damage Level) and despite 10 or more hits (Visual Hits and flashing Target Indicator) he did not manage to kill a single Mech.
