In a way, balance does effectively add "new" features by making some pieces of existing content actually desirable to use. I.e. buffing the LBX would effectively add a new weapon to MWO, buffing the Awesome would add a new mech, etc.

This is an excellent point...

They definitely shouldn't just keep cranking out more and more mechs that are essentially unbalanced.. like more and more medium mechs whose chassis are gigantic.

There are already a ton of mechs which are effectively just trash tier right now. Making some useful light-weight ballistics (like the LBX10 and even more, the machine gun) not be total garbage would potentially make certain mechs whose designs depend on them actually be viable.

Like the light mechs which are all balistic hardpoints, and thus can really only carry machine gun based loadouts... those variants will really never be useful until machine guns are made into effective weapons... which means into AC 2's which have 90m range.. not crit seeking garbage.
