I recently unlocked all my elite efficiencies for my JM6-S one of which includes "Speed Tweak". -increases top speed by 10%. but once unlocked my speed did not change. Do i need to unlock all elites for all 3 variants or do i have a problem? P.S. i want to sell my others.

No, it should work right away. Are you testing the speed in the training grounds? Pilot efficiencies don't work there.
