I tried to find a thread covering this with no luck.
It seems that after the initial "artillery online/air strike online" announcement there are other times it won't fire.
My initial guess (again, tried to look it up...) is that right after someone else (maybe teammates only/maybe any player) uses one it reloads like at the start. I sometimes hear the "artillery online" announcement several times during a match.
Then I've had other times when the icon looks ready, I aim at a mech or the ground, I hit the button, and nothing. Is anyone else having problems with this?

There is a global cool-down once a member of your team launches and Arty or Air strike. I think the only place this is mentioned is in the patch notes for the release of the function.
I'd need to see what "looks ready" means to you. Could you take a screenshot when you think it looks ready and then try to launch it?

in the beginning the icon is black on yellow and the yellow recedes until the icon is yellow on black; that's what I assumed meant ready.

Thanks Pyrrho I didn't know about the Global Cool down. Artillery is really important to me because it's my Primary weapon on my Recon Spider 5K. Other than that the Spider has very light self defence apart form the AMS.

A good assumption. There have been several times that my artillery was ready and I went to use it and I thought it dropped but I didn't bother to look at my indicator and notice that, coincidentally, someone else's strike had actually gone off just moments before mine. If it seems to not work, I check that indicator immediately and see if the cool-down is active on my unused inventory.
