Hi, I looked around the forums and found many guides on how to improve FPS on computers with old/low end processors but i have the exact opposite problem:
My laptop has a Intel 4700HQ(quadcore 3.4 Ghz) processor and a Nvidia 740M graphic card.
The game runs at maximum 30 fps with all graphic options at low, but during combat it loses a couple more fps running at about 25 it is playable and enjoiable but I'd like to be able to have a better look. Expecially since with UI2.0 mechs will look horrible even in the mechlab with low settings.
If i try higher settings the fps further drop to 20 or less.
Do someone know some tips or has some configuration files in order to be able to play with a bit better graphic settings or at least to gain some fps? Thanks.

From how I understand it (I am in the same boat as you being GPU bound) turning the graphic options down is the best way to deal with this.

I have had some luck with the Lowest Pro config. Not a lot of frame rate gain, but it does seem to improve the visual quality over the in game "Low" settings.
For reference, I run MWO on an AMD FX-4130 (4 core 3.8ghz) w/ 2x RADEON 5770. Most of the time all at stock speeds and have had marginal gains by doing some slight overclocking but I am not a huge fan of that as a permanent solution.

In general, you can have better frames per second OR have better-looking graphics. Not both.
Sometimes, you can go around this by running the game in a smaller resolution but increasing the detail levels. Have you tried that?

Humm i just tried that .cfg file and restarted the game but it seems nothing changed... maybe I need to force the game to use the file? Does it go in the same folder of system.cfg (/piranha games/mechwarrior online)?

I feel quite stupid for not having tried this before but yes, now i changed the resolution from 1600*900 to 1366*768 and gained enough fps to be able to use high quality settings

Yes, it goes there. There is nothing to force though -- it should automatically be used. Of course, the devs have disabled options in the past, so it's feasible that some parts of the special configs aren't working.

Don't feel stupid -- it's not something people normally think about. Now that I'm used to my 2560x1440 resolution, I can't stand 1920x1080 for gaming and it is no longer an option for me to consider on my own machine. If I found a game that wasn't playable at the full resolution, I wouldn't decrease it -- I would throw better hardware at the problem instead. It might cause a problem for me eventually, but it hasn't so far... *knocks on wood*

I believe the MWO's config files take precedent, so you can only tweak in your user.cfg what they don't set in the games internal configs. So we're pretty much locked to the sliders in the options menu when it comes to graphics.

Lower res is the way to go. Your CPU is good, your GPU is certainly on the lower end and it what is causing the bottleneck here.
