Like some real life machines such as 18 wheelers Mechs have a speed governor. Most big trucks have speed limiters that hold down max speed and RPM for fuel efficiency and safety. I expect that Mechs would have the same thing to keep over zealous pilots from over stressing the actuator packages and internal structure beyond design limits and snapping the legs off.

But if you do happen to mount a bigger engine it does get quite impressive (However the trailer part may pose a slight challenge).

Ok since some of you guys insist on pointing out realism...
Besides the already said reasons for the Mech construction rules ( they derive from the tabletop Battletech) you are sitting in a bipedal walking Tank.
Your max speed depends from the speed and force of your Limbs.
Since the limits of the movement patterns of such a giant machine are set with an INTACT and whole build chassis with a certain projected overall tonnage they won't go faster/ move faster when you loose weight.
This aren't tanks on wheels or tracks they are Mechs.

Regarding the fast running animations.... WTF ???
Ok lets see you are sitting in a 9 to 18 meters hight walking death machine weighting 20 to 100 tonns, doing strides roughly between 3 to 12 meters and a stride cadence of 0.5 to 3 / sec.
I don't know whats with your math but the results I'm getting here in theory are the ones I see on my screen.
So whats with this fast running animations gibberish ?

Makes underweight build and complains about it not being faster......yet has extra tonnage for larger engine to remedy that problem.

Just add an extra weapon system and consider it a bonus to your preferred weapons load out.

If you have a mech with double basics, put a big engine in, and watch it in 3PV. The derpy movements are simply sped up walking animations -- not actual running.

Yeah, that and they adjusted the gait of some mechs awhile back. The Cataphract, for example, used to have a similar gait to slower mechs even when cruising at 60-70 kph, as in it had a gait that was closer to a bounding run, rather than what it is now, which looks particularly rediculous. It's like it got its pants stuck around its ankles and has to shuffle along.

Also, I remember that this 'lower than max weight increased your speed' thing was...actually a thing in MechWarrior 3. Not that it was particularly useful, really (as the game didn't have hardpoints even for non-Omnis like the Orion), but you could strip a light mech of everything (including armor) and jam the biggest XL engine in, and you could get going well over 200 kph...it was pretty silly. I figure one could have had mech races in multiplayer.
