I really like the overall concept, and think it needs to be a component of Community Warfare - capturing the prized Atlas factory has no meaning if everyone on the team already owns an Atlas. Capturing the Atlas factory because it gives a 30% break on Atlas repair costs would become a strategic necessity (for House Steiner anyway).
The overall system really appeals to me. I suggest it might need some tweaks to accommodate new players and players with small stables of mechs; but these kinds of options are exceptions to the general system and can be developed, tested, or suggested by others. For example, you could have a big R&R cost break for a player who only owns mechs of a single chassis - so if you only have three Centurions, your repair costs are reduced due to interchangeable parts, or something. A player with two chassis still gets a break, but not as much as the single chassis guy - and those of us with 15+ chassis really don't need a break, do we?
Veteran players will always have money. I'd suggest a mechanism allowing them to contribute C-Bills to their mercenary unit/house regiment/something like that to help others finance their repairs, if they wish.
I'm sure there are lots of other excellent ideas out there that would help enhance the financial aspect of CW. (assuming we ever get it...)

So overall, nice try.... but sounds like you just want more of an advantage for paying customers and this game already has plenty of that
