I never thought to check the FPS in Testing Grounds, so I just did a quick run in my Locust on 4 different maps: Forest Colony (water effects, trees), Frozen City Night (pop-up textures), Terra Therma (lots of background movement), and Moonbase (newest one). Turns out, I was getting about 30-40 FPS, with only Terry Therma dipping below that (mid-20s at times) and Moonbase actually increasing to 45 FPS at times.

This makes me think that it's probably not my monitor or DVI cable (though I'll probably still test those options as well) but rather something to do with either the router or my connection in general.

I'll also try a different keyboard, but I don't think that'll get me anywhere. I know for a fact it isn't my mouse since before I purchased my current gaming mouse, I was using ye olde standard 2-button mouse with wheel and still suffering the same issues. I will also try plugging the PC straight to the wall, to test if it's the surge protector screwing with things.

Tomorrow, after I get some sleep, I'll test the modem using your suggestions, Tarl, and see what gives.

Seems like it is some kind of bottleneck in your connection. Since you get ok FPS (although a bit low if terra therma for your rig) in training grounds, but crap in live games, there may be an issue with the quality of your broadband.

To help a bit, try the tools at speedguide.net. I know everyone says Windows 7 is fully optimized for broadband, but I don't trust it. Try running the TCP Optimizer and then run the TCP analyzer and see what it says.
