davion soldiers are so full of themselves and there tactical advantage that they think they're invincible and can beat an Atlas with a Flea

Or is what you're saying, they would rather have 8-10 small mechs rather than 2-3 big mechs?

3 Fleas against one Atlas (since you mentioned a 3 to 1 advantage)? Yeah, I'd say the Fleas have a fighting chance. It's harder to hit such fast moving targets and they can just keep taking off rear armor as the Atlas tries to target each of them. No being full of yourself about it, it's just called using tactics in general. In MW2:Mercs it was easy to take out a Masakari with a quick medium mech, my preference was with a Valkyrie remake. Close the gap and just keep using your jump jets to get behind him and dump LRM10s into his back.

But Steiner tactics would be to have brought 3 Atlases to begin with.

Davion officer: so the cappies are coming at us with a company of cyclops? Send out a battalion of fleas. that should take care of those whimpy cappies

And if the Cappies came out with Cataphracts, Davion would just reverse engineer the design, smooth it out, and make the Caesar. It was a very Russian moment they had there. (No offense to anyone from Russia, your people are just VERY good at reverse engineering the best technology around at any given moment.) :)

Actually if you read up on it, the "modern" Cataphract is more Fed Sun engineering then Cappy, and ironically despite being entirely Davion made, the Caesar is said to be more true to the original Cappy Cataphract aesthetics then the "modern" Cataphract.

If you mean taking more than a lance to invade a planet, then yes that is Davion tactics. Hanse had this crazy idea about taking enough troops to actually win a fight, and it seems to have caught on with most of his generals.

Nah, Clan tactics would be them sending out the 3 lights against the assault, then each of them proceeding to challenge him 1v1 a la Zellbrigen.

House Davion was the first to bring Regimental Combat Teams (RCT) starting with the 4th Sucession war. There several regiments each of combined arms units usally have 1 - 2 regiments of mechs along with a regiment of vehicles, aerospace, infantry assets. These units trained extensively in combined arms tactics allowing an RCT to secure and be able to hold an entire planet. The benefit dedicated dropship and jumship assests cannot be overstated with these units, allowing them to escapt in many cases if the battle turned against them.

These units became the backbone of the Federated Commonwealth's standing army and forced many of the other houses that were too dependent on mechs alone to rethink their strategic theory on the battle field.
