No. Actuators are a balance issue, not just weight. Without them, every mech with arm ballistic hard points would be removing actuators and mounting AC20s or dual Ultras

Actuators don't actually weigh anything -- they are a part of the internal structure weight. Removing them would only open up critical slots, not free up weight.

Mechs really should be able to remove actuators if they want, and then have reduced arm mobility.
Would also be useful to remove hand actuators, since they currently don't give any actual advantages.
In battletech, actuators are supposed to actually be useful.

Hand actuators are a balance thing, removing them opens up all sorts issues, not to mention they are part of the structure, they aren't modular in design like Clan OmniMech's are.
