He said it wasn't going to be in this patch, and the patch notes said nothing about it. I'll wager no.

Its not out on the test server yet. I don't think the test server is even up to be honest.
However, it was slated to be put into the first or second patch after UI2.0, so we have some time before then.

If you read Paul's post about NARC clearly... not this patch... most likely within the next patch or the one after that.
