For the MOST part, NBT is a league that uses MW4Mercs. That game itself DOES have pve. In some settings, the AI is not so great, in others it gets better. However, NBT does not have Solaris (as far as I know) so you must join a team and play against other teams, so NBT is not set up for solitaire play, MW4Mercs is for either, solitaire or online against live opponents.
MM is set up so that you play against the system bot OR connect to others IF you have the Host's IP, ot you can host and let other join you. There is also another form of MM called MekHQ that gives you the "Campaign" version of MM, in fact using MM as the battle simulator. It is very interesting, not in 'released format', more like a beta so there are some quirks that happen. It is very fun to do solitaire.
The 'bot" in MegaMek or MekHq, well, there are actually 2, one is named TestBot and the other is Princess (you can rename them for your gaming session), the Princess bot has adjustable aggression level.
If I remember correctly, NBT also has a MM League (NBT Classic, I think), but it is set up to play against other folks, not so much solitaire.

If you all want a great Mech Editor then you can always pickup a copy of Solaris skunk werks its located at www.solarisskunkwerks.com/ this editor allows you to export MTF files directly to megamek. This way you dont have to go through the process of converting the files then copy/pasteing them into megamek.

NOTE: dl the Development version not the stable version; use the Princess bot not the TestBot; to change map graphics click on View - click on Client Settings - under Tileset choose hq_isometric is the one I like - shimmering water and 3d hills.
MegaMek QuickStart: Player Mech vs. Bot Mech
1. Start A New Game... - type your name - click Okay
2. Add Bot - choose Bot - click Okay
3. Add a Combat Unit... - choose Mech - click Select
- change Player to Bot on bottom of Mech Select window - choose Mech - click Select
- click Close
4. Select Map
- double click on a map in list - click I'm Done button lower right of window
5. Initiative Phase for Deployment
- shows you who won initiative for deployment
- click Done button lower right of window
- view switches to map
- message at bottom of window tells you who's turn to deploy
- to change the deploy zone click on a player's name and click Change Start...
6. Deploy
- Select unit upper right corner of map and click on a bold bordered yellow hex to deploy
- Shift Click on a surrounding hex to change facing
- click Deploy button lower right of window when you're done
7. Initiative Phase for Round #
- shows you who won initiative for movement
- click Done
- view switches to map
- message at bottom of window tells you who's turn to move
8. Move
- click on unit icon in upper right corner of map to select (hex highlights)
- then click on hex to move to
- Shift Click to set facing at end of move (initial turning to move is automatic)
- movement costs are shown for each hex (initial turning costs are auto-included)
Blue #'s = Walk
Yellow #'s = Run
Red #'s = Jump
Dark Grey #'s = Illegal move
* = Piloting roll required
- to back up select Back Up button and click behind mech (Walk speed only)
- to Jump select Jump button and click on hex to jump to - Shift Click to set facing upon landing
- to Cancel move use Backspace to clear last hex or Escape to clear all
- click Move button lower right of window when you're done
9. Combat
- message at bottom of window tells you who's turn to fire
- click on a target to select (see *LOS below)
- click on a weapon in your mech display window to assign to that target
- targeting information for the target and your currently selected weapon appears at the bottom of your mech display window
- (if your mech display window is not visible, right click on your mech and select view)
- click the fire button
- a (+) appears to the left of your fired weapon
- continue assigning weapons to the current target and declaring fire
- you can fire weapons in any order you want (fire is resolved in the order that it is declared)
- when you're done click the Done button
- all declared fire to the target now occurs (and by default when you click the fire button for your last available weapon for that mech all declared fire occurs)
- use Escape to cancel all declared fire
- any facing changes or arm flipping must go before any weapons fire and will cancel any declared fire (use the Twist button or Shift Click)
10. Weapon Attack Phase - shows the results for that round
- click the Done button
11. Heat Phase - shows heat gain/lost for that round
- click the Done button
- Next round starts -
* LOS:
- click View - click LOS Settings (or use Control-L)
- for Mech vs. Mech you must select Mech in 1st hex and Mech in 2nd hex (so LOS will be calculated from both Mech's POV (2 levels high) as compared to infantry or vehicles (1 lvl high)
- to check LOS: hold down Control (ALT for more info) - click on 1st hex - click on 2nd hex
