it's might be a cool idea to have virgin mechs that you could buy weapons hard points, with C-bills or MC bills. maybe even change mech tonnage.

Sure, lemme just grab an Atlas, drop some Ballistic points in both Torsos, then add a pair of AC20s to it. Then put 6 MLs in the hands.
Sounds awesome.
While I like the idea of building our own 'mechs from scratch, It would unbalance the game something shocking.

I don't think we're ever going to see customizable hardpoint layouts (aside from Omnimechs, that is).
What I do hope to see is a complete Hardpoint Pass done by PGI over all older mechs. Some variants are simply weaker than others, and some mechs are simply under-gunned compared to similar-weight competitors. Sure, this might complicate things a bit with variable geometry, but I do think that an overhaul of hardpoint and module slot assignments would benefit the game.
