Does your Ilya have a PPC? I'm not sure if ppc's anti-ecm effect can pay out assists, though

A screenshot would have been helpful

I don't think so.

Counter-ECM is for countering ECM for five seconds in a row.

Hitting an ECM target with PPCs enough times in a row with the right timing will give the bonus.
Having BAP and being within the short Anti-ECM counter range for long enough will give the bonus.
Having your own ECM in Counter mode for long enough while being in range will give the bonus.

Probably due to BAP or UAV.
