15335 here, Just bought it about 5 minutes ago.
Could be he means each attempted transaction takes up a number even if no money changed hands (they hit cancel, didn't go through ect) Or it could be the handshake from the paying system to the Forum/Login system so they may not be in order recieved but when it got around to processing you.

I am honestly surprised I got mine when I did, the servers seemed to take a dump at 1205 CST today when I tried. Took me like 15 minutes, but, happy I am a founder.
