Part of the problem with ERPPCs is because of the pervasive pin-point alpha shot folks have it in their head that ERPPCs (Or any high-power weapons for that matter) MUST be run in groups... i.e the 2 x PPC +AC meta...
A decent pilot, with good aim and a fairly nimble mech can reach out with a single ERPPC and be an effective harassment asset on the battlefield.
If that same mech had ECM... it's damn near unstoppable at range.

it's good for long distance pop shots at the start of a match, then you can get in real close and mix it up in the scrum when things finally take off. I now run a ERlarge laser and 2 medium pulse - the performance between the two is pretty much identical.
