It is referred to as such because it still allows the base service to perform even under massive stress by denying non-critical services. Does not help matters when so many people are flooding the service with repeat posts and refreshing their browsers instead of taking a few minutes to go through the first couple of pages of topics or just coming back later when things are not so obviously overloaded.

I'm excited about MW:O as everyone else here is but sometimes you have to just wait and come back later to share in the goodies.
