Locusts are very fast, very nimble, with a small weapons loadout and low armour.
It's also incredibly fun to pilot.
If the above armed Crop Duster applies, then I can live with that.

Mig 21...Old, tiny, quick but out dated and even though it is far from front line capable, it is still in many country's front line service.
It could still shoot down a better plane if piloted by a good pilot...but the odds are very much against it.
That seems fairer to me.

The thing is just too light to fight other mechs and thats more than 90% of the game right now. Although with the recent LRM changes I think putting a few LRM5 on might not be so bad.

Also interesting tidbit on the Mig-21. Russia has an apparent upgrade package available for it known as the "Mig-21-97" variant, which includes an upgraded engine Klimov RD-33, which is the baseline engine used on Mig-29's, and includes a new radar (pulse-doppler radar), N010 Zhuk Radar, upgraded avionics, dual-screen HUD, helmet-mounted target designator, and advanced flight control. The upgraded equipment on the Mig-21 makes it comparable to Fourth Generation fighter aircraft like the Mig-29 and F-16.
So in comparison, a Mig-21 (upgraded variant) is like a Locust upgraded variant "LCT-6M" which is the fastest Locust that goes 226.8 km/h. As with any vehicle in BattleTech, they usually take an original variant or "old frame" and upgrade it as new tech becomes available.

What you wrote is factually incorrect. All of those mechs are in Project Phoenix and have redesigned appearances to allow for their use and to screw over Harmony Gold.
