Bump the CD, and tighten just a bit more.

The weapon is very very close to being great. Just a few more small buffs and its there.

My lawl-bx stats for reference using a CTF-3D STD 290 LBX + 2PPCs

Since we're dealing with PGI, it might be best to keep things simple.

Either buffing the cooldown to 2.0 (from 2.5) will make it shine up close with a DPS of 5, matching the AC20, but it won't be FLD or have the range to beat it outright, but it will no longer be terrible up close.

The other simple option is to increase the pellet damage. 1.2 to 1.4 would be a good range to start.

TT game mechanics do not support the lbx = shotgun fluff. If that were true the damage potential would drop of at range ( negative modifier On missile hit table at longer range brackets). But instead we see the same dmg potential at all ranges. The only thing that fits that is proximity or time fused rounds.

The lore says it's a sort of air burst canister, which detonates at a set range before the target, so the pellet pattern will always have a similar spread.

If they had the spread be based off the range finder, it would certainly fit lore better, and make it useable (barely) at range since the spread will be static, for the most part.

Just passing through and reading all the comments here, I got the beginnings of a thought going. Make the lbx essentially an exploding ac10 round?
Spreads damage, maybe works in several damage applications at the same time for crit balancing, or apply crit chance individually to each location that damage has spread to.
Seems simple aswell which could make it happen easier and faster.
