Yes that was the plan.

I admit full customization for IS -Mechs either - but Full customizable Clan Tech will be the end - even when their weapons are as bad/good as the current ones.
The number of crits for the equipment and weight alone is power creep (no clans man would ever run a STD Fusion - if he could change it)
