for a 1v1 do both players need premium time?
also where can i find a place or a team speak server where i can get into a private match, 2v2, 4v4, etc?

Yes, both players need premium time.

That's a list of most servers.
I personally play on the House Davion server as I'm in merc corp there (HHoD).
Most people would love to do these drops with you, however, both sides do need to have premium time active while in unconventional matches.

Not entirely true re premium time. At least outside of a 1v1 situation. The leaders of each group have to have premium time, but the individual members outside of the leaders do not. So in a 1v1 match with only 2 players then yes, they both need premium time. But you can always pair off in duels with larger groups too. We did that last night, where we had sides with even numbers then we paired off for duels and everyone went to separate parts of the map to face off. Then the survivors brawled it out. Was a lot of fun. But not as much fun as the 18 man trial Jenner free for all brawls we had with HUDs off so you coudn't tell who was on what team. If it moved...shoot it!

I thought it was explained that only the person starting the match needed premium time... This is sounding more complicated (and unnecessary) than heat scale.

Yeah, only the person starting the match needed premium time active for almost all premium options. However, to launch non 12v12 games, you need both team leaders to have premium time active

I've got some banked premium time from all my Clan package shenanery I was going to wait until my Stormcrows/Adders showed up to use. I could, however, be fairly easily convince to flip it on and sit idle in some matches while you work on those films. Or just buy some penny-packet premium time anytime you need to film and I can actually make it online.
If for some bizarre and nonsensical reason there's not anyone else you know who could run the other side of that match, anyways. Somehow I don't actually think that'll be a real problem for you
