I use Gauss Rifle on a few builds which I run frequently and I'd prefer a system like this for the Gauss Rifle:

- Uncharged state: Gauss is uncharged, can't fire without charging first. At this state it won't explode when destroyed.

- Charging state: Hold firing button to charge the weapon. Has a change of exploding if destroyed while in this state.

- Charged state: Weapon is fully charged and the firing button can be let go without losing the charge. Press fire button again to fire the weapon and lose the charge. In this state the weapon will always explode when destroyed.

Reloading time would be used as a recharge time (4 seconds, or so).
