If they don't keep selling them for at least a couple of weeks after their arrival, PGI will completely miss out on the "wait and see" crowd who will want to buy them if they are really popular and/or powerful. They also will miss out on the possibility that if everyone who has Clans becomes dominant, they will be unable to compete. This would cause rage quits like nothing ever seen before.
Then there is the word of mouth advertising that would be rendered moot if the packages are no longer available. If the Clans are as fun as they are advertised, then everyone who hears "Dude, you gotta get a package!" will be unable to spend their money. Losing money is bad, mkay?
The pros of continuing the sale of Clan packages outweigh the cons by a large amount it seems.

Of course they will sell the packages, just without all the perks. This is the preorder after all. Regular orders will start on the 17th.

I'm not sure what you mean by perks. Each package should still include the premium time, badges, etc. If they don't, they won't be packages anymore.

But yeah I would imagine people will have small window of opportunity to buy a Clan pack after June 17th...they just won't get the remaining monthly rewards.

Of course, we are talking about PGI who is notorious for their bad ideas. The hopeful thing I see is that one of the main things that they are very good at is making us spend money. So I'm pretty sure they will do the right thing and keep selling them for a month or two after release.
