I know none of you know for sure how things will work in MWO so that said ...Traditionally, can you outfit an Atlas with PPCs, if so how many? Thanks

Well the Atlas in his Base Configuration has:
4x Med Laser = 4x Energery Hardpoint
1x SRM 6 = 1x Missile Hardpoint
1x LRM 20 = 1x Missile Hardpoint
1x AC20 = 1x Ballistic Hardpoint
so at least:
4x Energery Hardpoint
2x Missile Hardpoint
1x Ballistic Hardpoint
considering the Data we have to assume at least some additonal Hardpoints of each type so maybe:
6x Energery Hardpoint
3x Missile Hardpoint
2x Ballistic Hardpoint
Even in the save to assume Hardpoints 4x E, 2x M, 1x B you could put 4 PPCs into the Mech (2x Torso if the Energy Hardpoints are LT/RT) and 1 in each arm. If the Torso Hardpoints are in the Torso you'd be limited to 2 PPCs, but probably there are 2 Energy Hardpoints (SPECULATION WARNING) in each Arm.

Huge speculation considering we don't know how much space is available, as well as how much space each weapon occupies. From what they've said, hardpoints don't change type, so if you had 4 laser hardpoints and the space, you could get 4 ER PPC's, sure. But you could never convert those to say 4 Ultra AC/2's. Non-Omnimechs, I guess is the argument.
