That is one of the silly braindead things that many long time players never liked about the clans, and something that Randall Bills has slowly been trying to change since he took over like a decade ago,.
The design teams that came up with Clan weapons, and those that did the lore were wildly off in their approach. The Clans, by nature are brutal, in your face, no deception, might makes right dueling culture. They don't do hand to hand in mechs, but also tend to view sniping and artillery as less than honorable. (You'll notice at least most Clans I have played with) when they have their various tests, it's a pretty small circle you are constrained to fight in. Ghost Bears do this, for instance). The Clan Weapons on the other hand were designed as these ultra elegant massively long range precision killing weapons.
The two just don't fit together right. That is why in the late 90s Randall introduced Clan Heavy Lasers, for instance, because with their massive damage outlay and shorter range, if fit Clan Culture, as defined in lore, much better.
