I am a member of an active unit (Aces Wild), a lot of good people online and I rather game against them and other units VS PUGS. Whether it be 1v1, or any other set up up to 12 v 12. I totally understand C-Bills not being offered due to abuse. How about we "Ante Up" at the beginning of each drop and let the back end of the game disperse the winnings? Let the Host set the amount, 100k min? 250k, 500k, 1m+ games? MC games?

1 million C-Bills? You are crazy, quineg? The entire reason it gives you nothing is to prevent gaming it, for example, by doing 1v12 and the winners bring it in.

Are you sure that some units aren't avoiding private matches because its much easier to get wins when doing 4 man drops in metabuilds vs pugs as opposed to fighting opponents that are on an even playing field? (Not saying you are). Historically speaking, everytime PGI attempts to add matchmaking elements to the game, a small group of players have tried their best to bypass it to rig matches in their favor (when we had a 8 man queue, people just sync dropped with incompatible weight classes to stack teams and get 8-0 curb stomp games, maximum c-bill/xp for minimal effort).
Its rather odd that PGI let people get away with gaming the system to get free wins for 2 years then when private matches are out they are suddenly concerned about it being used to game the system. PGI let people do 8 man drops against pugs, followed by sync dropping with incompatible weight classes against pugs.
I think private matches should pay out c-bills as per normal and simply have the GMs ban groups that trade wins in 12v12. People will always find a way to game the system, but penalizing proper players at the same time is just unfair. PGI isnt concerned at all about people sabotaging games currently, so the double standard with private matches seems rather odd.
Oh wait you can buy c-bills with MC. It makes perfect sense now...

Players should only be allowed to drop solo on public servers anyway.
Organized, coordinated teams against new/solo/bad/young/old/returning players, is nothing but a bad experience for most and hurts the game.

MC would most likely be problematic due to the fact there are legalities involved with cash transfers in the game that might be hard to get around.

While it would be neat to do for the honest folk, the AFK farmers would destroy the game farming Cb to "bet" on a private match with the outcome decided by Paypal.
