Close but not quite. While the dragoons were obviously all Clan warriors (mostly Freebirth) when they entered the inner sphere in 3005, at the time of the invasion they had taken huge personnel losses in the 45 years prior (it also means that any 20 year old clan pilot in 3005 would now be a 65 year old one...), mainly due to debacle that was their Kurita contract and their subsequent feud with that house during the 4th Succession War. They had to fill in the numbers with huge numbers of inner sphere pilots, their own training/sibko program just couldn't churn out enough warriors.
And yes they got the houses to come together at Outreach and get them to reach a first understanding, which lead to subsequent cooperation. With the exception of House Liao though, they angrily stormed out by 'doing a Romano' (and Sun Tzu being a little **** back then). This actually hurt the Liao's in developing advanced tech, though they managed to catch up later, especially after a more matured Sun Tzu took over from his mother.
And while the Dragoons did actually start to finally produce full Clan tech (they didn't have to pretend anymore), they used this for their own forces. Their production levels were low enough as it was that they couldn't supply all of their own people with Omnis to start with. The only tech they gave away were the 2 Dire Wolves that were given to Victor Davion and Hohiro Kurita and the upgrading of Kai Alllard Liao's Yen Lo Wang iirc (can't remember if that was to full Clan tech, could be upgraded IS tech).
The Dragoons were mainly instrumental in getting ancient foes to sit up and take notice and not underestimate their opponents in favour of back stabbing bordering nations. Anything beyond that (even the deal that the FWL would start producing upgrade tech for the FC) grew from the houses themselves. Still, without the Dragoon input the IS would probably have been steamrollered.
