There is one thing missing in all of your posts.
A) Yes IS Tech had stagnated or was lost because of the nearly 3 centuries of war. It was in these 3 centuries that the clans were formed and thier tech continued to improve. (Example: TV's. first small black and white sets came out before WWII. But now we have High Def color TV.)
<_< Yes Comstar did try to keep all Star League Tech under thier controls. Their ROM agents were infitrated into all levels of the IS society, where they could keep an eye on developing tech and if needed they could silence any new developers.

But the one thing that no one mentioned was how the Major Houses and thier leaders were brought together by Col Jamie Wolf of the Wolf's Dragoons. The Dragoons were all Clan wolf warriors tested and blooded before coming to the inner sphere. They had been given control of the planet outreach so they used it's factories and facitlies to begin producing Clan level (-40 years) technologies. They/he was the driving force that got the major houses to work together, (Even the Liao's). The techs and scientist the dragoons had were the main reason that the tech was so quickly reverse engineered.

Just a little note from somebody who likes the read and reread the mechwarrior/battletech books.

I consulted Sarna, interesting read. So the Dracoons turned out to be traitors then? Maybe also evertyhign would have went totally different if they would never have send the Dracoons to the IS. And the Clanners in the end are responsible for their own fail.

Close but not quite. While the dragoons were obviously all Clan warriors (mostly Freebirth) when they entered the inner sphere in 3005, at the time of the invasion they had taken huge personnel losses in the 45 years prior (it also means that any 20 year old clan pilot in 3005 would now be a 65 year old one...), mainly due to debacle that was their Kurita contract and their subsequent feud with that house during the 4th Succession War. They had to fill in the numbers with huge numbers of inner sphere pilots, their own training/sibko program just couldn't churn out enough warriors.

And yes they got the houses to come together at Outreach and get them to reach a first understanding, which lead to subsequent cooperation. With the exception of House Liao though, they angrily stormed out by 'doing a Romano' (and Sun Tzu being a little **** back then). This actually hurt the Liao's in developing advanced tech, though they managed to catch up later, especially after a more matured Sun Tzu took over from his mother.

And while the Dragoons did actually start to finally produce full Clan tech (they didn't have to pretend anymore), they used this for their own forces. Their production levels were low enough as it was that they couldn't supply all of their own people with Omnis to start with. The only tech they gave away were the 2 Dire Wolves that were given to Victor Davion and Hohiro Kurita and the upgrading of Kai Alllard Liao's Yen Lo Wang iirc (can't remember if that was to full Clan tech, could be upgraded IS tech).

The Dragoons were mainly instrumental in getting ancient foes to sit up and take notice and not underestimate their opponents in favour of back stabbing bordering nations. Anything beyond that (even the deal that the FWL would start producing upgrade tech for the FC) grew from the houses themselves. Still, without the Dragoon input the IS would probably have been steamrollered. :)
