That's obviously impossible. And silly, since no one would sell unquestionably inferior content even if they could make it. Given that, there's always some outlandish corner case where one option is going to be better. You simply can't have two things equal all the time unless they're the same thing to begin with.
Sure, in practical use everything works out to be mostly fair, but crossing the line is what bothers people, not how far it's crossed by. Gold ammo that does 101% damage would incite just as much anger as gold ammo that did 1000% damage.

You sure seem a little defensive about it.
This is pretty much why people get upset about exclusive content. It's simply impossible for exclusive content to always be equal to everything else. So it's either going to be better or worse. If it's worse, then there's no point in making it exclusive in the first place.
