Does it effect Machineguns?
I know it says it only effects projectile and beam weapons, and excludes LBXs, but it fails to mention Machineguns.

I believe it does not effect MGs.

Mg's are hitscan like flamers, no actual projectile, so no it does not

The targeting computer also adds range to hit scan weapons like lasers so a good test would be going to the training grounds and seeing if you can still hit a target at 250 meters (TCMK1) instead of the stock 240 you will have your answer and answer a few of ours.

Where did you read Targeting computers excluded LB-X weapons ? The in-game tool tip mentions only Machine guns and Flamers as exception.

But they do not actually say that it does not work with Machine guns and Flamers but if the in-game says that it does not then they probably do not unless it is a glitch.

seems pretty obvious by reading that post that flamers and MG's are excluded as well. they do not say it will not work with them, but it does specifically state the weapons what it will work with.

From what I have seen in the past, when PGI keeps things close to the vest, then things are subject to change without us getting the info. Never hurts to try stuff to see if they changed their minds if you got the equipment. Now if only the devs could understand that a game as complicated as this, needs a up to date manual that states specifically what does what so we can stop scouring the internet.

I'm saddened that it excludes LBs.
That would make the most sense to tighten to be honest.

Do Targeting computers actually work now, giving all the bonuses they say they do?
Also, please forgive my ignorance... but increasing your chance for a critical does exactly what in MWO?

They do.
It should increase your chane of destroying an item trough the armor, for example, a weapon or a heat sink.
