Probably whichever one has more of the weaponry you prefer (3E-4M or 2E-5M) as that is the big difference between the two.

Most mechs are not very different - while still being (or at least feeling) very different.

I would lean toward the 18 myself (if you plan on using LRM) as that lets you have 2E backup while still having a TAG.
(of course you could always mount a bigger single E weapon on the 19...)
