Target is not in sight.

Is the lock time decreased at all?
The way I read those rules, Artemis will overrule NARC, and because you have no line of sight, Artemis will provide no bonus.
So in this case, Artemis actually hinders you?

I think (and hope) that in this case you still have a 50% reduction in lock time

Hmm. If it was TT then you would get no bonus. Because Artemis and Narc were incompatible.

The way that is written it's hard to tell what the author is trying to convey.

You could try it in testing grounds.

It may not seem clear, but it is. It would be normal lock-time because Artemis doesn't have line of site and Artemis bonus always replaces NARC even when there is no line of site.

TAG will stack with either NARC or Artemis, but NARC and Artemis provide different bonuses. If you have Artemis those bonuses will override the bonuses of NARC whether you have LOS or not.

If you fire on a NARC'd target out of LOS with Artemis missiles you get the benefit of your Artemis without needing LOS, but not the NARC bonuses.

I think the only difference is Narc gives longer target decay.
