Simply copy, I think its the system file....that should be the proper .config file.
Probably, you made a new text file and named it user.cfg, but its still saving it as a .txt file. I had this issue and it was solved when I realized the issue and simply copied an actual .config file in the MWO folder and then delete whats in it, rename it to User, copy in the text you want and save that way.

90 is about the limit and some mechs might be a bit off graphically with it - 86 is reccomended.

So's there's no reason yours shouldn't work otherwise.
Whats all that extra stuff in your config file?
sys_pakpriority and all that jazz, is it to improve FPS?
