It's only against the rules if you never actively participated in the match. It's always against the rules to narc on your teammates location.

That's why most people want to get their 'mech unlocked so they can jump on another match asap.
As Bilbo stated, Skirmish isn't the mode for those people. Conquest or Assault have alternative ways of finishing, play those if you are in a hurry.
But if you play this game also for the fun and strategy of it (as much as it can have for the moment) then you also play Skirmish and embrace the "hunt" of a hidden strangler as part of it, using the team chat to report findings or clear areas.
Reporting on a team-mates position to the enemy is treason, aka against the rules, unless they are DC on a Skirmish mode match and the score isn't 11-11.

DC (I assume disconnects) should be removed from play when they disconnect (or don't even connect).
power down folk, they are technically still live players who could fight if they wanted but won't. Can't necessarily penalize them. Assault is a good example of where doing so can actually win the day.
Is it annoying? Yes. but so what, disco yourself, pick another mech, play another round and your other mech will be waiting for you afterwards.
though, I'd rather hte power down folks just rush into the enemy, do some damage and die in a glorious ball of fire or do what I do against insurmountable odds, run in, power down and just get it over with.

So, shutting down and hiding if you can win by points on conquest is ok, even in your base on assault, otherwise, it's non-participation. Really even then it is debatable if you are actually participating.
You can never give a friendly location away.
It doesn't say anything about all remaining players agreeing on a slight rule diviation needed to conclude the match faster due to unfortunate situations tho.

Yes I am fine with it, especially in the case you just gave. If the ten players left can't cover the map and find the last guy in a reasonable amount of time, I have no sympathy for them.
