Says who? Arm mounted weapons track at the speed of the arm movement, regardless of what button they are linked to.

Torso twist speed is what it is - it doesn't magically change just because arms move differently. Currently we have arms moving faster than torso, which means that arm mounted weapons track faster. Your suggestion was to lock arms with torso, thus making them slower. If anything, it would hinder your ability to track that circling light. It certainly wouldn't make your torso twist any faster than it is now.
