The phoenix ones are gone for good too
The clan ones are still available, but you have to buy a pack
You're correct though that they're all related to mech packs purchased
Founders were the first players in the game, Phoenix badges were for people who bought Phoenix packs and currently if you get a clan pack you get one similar to mine.
Founder badges can be displayed with either Phoenix or clan badges, but that's the only you can display two at a time.

Edit: Though I can clearly see that one is due to the number of forum posts, but I've seen several different ones in that slot.

It's because I bought the Masakari pack, badges have nothing to do with the amount of posts you make.
The clan badges differ from which clan pack you bought
Somebody who paid for the Adder pack will only have an Adder badge that says "The Steadfast"

Phoenix badges 20 to 80: talon, storm, guardian, overlord.
Clan badges range from 30 to 500, and no one seems to care enough to list what their titles are.
Once packages go out of print, you can't get them anymore.
We were supposed to have achievement titles in may, but that fell through, and we're still waiting. For instance, you can earn a bad company achievement, which will (eventually) be available for display on the forum.

Those are for achievements and are different from the forum badges. They currently don't do anything on the website other than show on the page you posted.
