Clans generally didn't use Arty or air when attacking. There ARE exceptions but for the most part, it was a breech of Clan honor to use Arty/Air. To much collateral damage to infrastructure.
Until it was used on them. Engaging multiple targets, be it by an errant LRM or by artillery, nullifies Zellbrigen.
Clan Wolf even has the Naga, an Omni specifically designed for the Arrow IV system.

But, I digress. I use Arty strikes every single match in the solo pug queue. Every. Single. Match.
I do it because the Solo queue is all about the cbills. You make 10 times more money with assists, overall damage, components destroyed, cecm bonuses and spotting bonuses than you do with actual kills.
I can't speak for what goes on in the Group Queue, but I can tell you what the Solo queue is like.
Since the Solo queue is all about carrying new players now, you'd be stupid NOT to use them. New players can't shoot without stopping and zooming in, so them getting out of the way just isn't going to happen. AND they all cluster up so nicely, holding hands and all. ( Not to mention someone telling them that the red smoke gives them temporary "godmode"...heh.)
There's a reason they teach grunts to stay at least 5 meters apart when on foot patrol. I'm sure they cover that in the "new player tutorial" PGI put out there.
Also..and you really have to keep this in mind...new players don't know how to use Artillery OR they haven't unlocked the tree enough to make them useful. So, odds are, if you see arty strikes in the solo pug...it's coming from some poor sap that's trying to carry 6-8 new players.
